Horizon 2020 and Open Access to Scientific Publications and Research Data: Why, What, When and Where

Abstract
The new framework program of the European Union (EU) for research and innovation, Horizon 2020 (2014–2020) establishes the obligation to beneficiaries of open access to published articles and also provides pilot open access to research data in selected thematic areas. Horizon 2020 has been the impetus for first steps towards the open access in the Czech Republic. European Commission (EC) has yet taken the first steps towards open access in 2004 by launching a study on effective scientific publishing system for a future European Research Area. The aim of all related activities in the past decade was to provide better access to scientific information for all who need it, and at the same time to boost the benefits of public investment in research. One result of these activities was Commission's Recommendation of 17 July 2012 on access to and preservation of scientific information, which sets out the actions that the European Commission intends to take to improve access to scientific information. This Recommendation invites Member States to define policies for the dissemination of scientific publications that have arisen in research funded by public funds, and open access. OpenARE and OpenAIREplus projects support EC open access policy therefore their vision is based on the principle that every Member State should be able to contribute in demonstrating the benefits of open access to scientific information. The article recapitulates results of the two projects following the implementation of the EC Recommendation in the EU Member States compared to the situation in the Czech Republic.
