Experience with Using EIR for Research Evaluation

Abstract
This post introduces basic applications of electronic information resources for research evaluation in terms of bibliometrics, ie quantitative methods of data analysis.
Current research information systems (CRIS) and commercial citation databases contain information useful for evaluating individual scientists, scientific institutions and organizations, but also the entire scientific disciplines or regions in the global comparison. The information are available via records of scientific outputs (especially articles but also other) contained in these information resources.
Information obtained by the analysis of stored data – bibliographic records or citation relationships between them can say something about the evaluated unit rated in terms of numbers of scientific impact and partly quality (measured by citation rate) of various kinds of scientific results and their share in domestic or global production. The most interesting information can be provided by citation data. It is also possible to focus on research field or current topics by keywords analysis. We can get a view on international network of scientists by analyzing the author's cooperation.
Particular information resources offer variety possibilities of downloading data or allow direct data analysis. Using the downloaded data for analysis is demanding but allows, for example, better control than direct analysis of data in an information system, as it is presented in the post.
Author's professional CV
Pavel Mika graduated from the Institute of Information Studies and Librarianship at Charles University in Prague. He has worked at the Library of the Academy of Sciences of the Czech Republic since 2014. He is focused on creation of bibliometric analysis and on general problematics of the research evaluation in terms of bibliometrics and scientometrics. He actively participates in the project IPN Metodika (creation of a new evaluation methodology) as an expert of Key Activity 1 – information support, which is primarily focused just on bibliometrics.
