Abstract: |
The European Commission presented its White Paper on European Governance in
July 2001 in which, inter alia, it outlines its coordinated strategy to simplify the regulatory framework within the EU
and to enhance democracy and increase the legitimacy of its institutions. The initiative covers the secondary
legislation (Regulations, Directives, Decisions) - the acquis communautaire - and appears in the form of consolidation,
codification and recasting. This will change completely the organization, structure and presentation of the EU
legislation. Such a comprehensive review will facilitate also the accession of the EU candidate countries and the
familiarization of their citizens and business community with the new legislative framework. Moreover there is also
scope for administrative savings. Simplified legislation represents cutting down costs of translation, legal revision
and publication of legislation in all languages of candidate countries. Internet presentation of the simplified
legislation forms a part of EUR-Lex on europa.eu.int.
