How to Make Open Access Available?

Abstract
The introductory part of the paper is dedicated to introduction to the open access policy of the Academy of Sciences and briefly introduced the basic principles of the open access publishing in the environment of the ASCR. Another part deals with the active support of open access publishing – fund for open access publishing authors in the Academy of Sciences and other steps that Library and Academy of Sciences are doing in this area. The last section is devoted to the activities of Library of the ASCR in the area of institutional repository and storage and in the area of copyright law and negotiating with publishers. The Legal department analyzed the agreements which the authors conclude with publishers and this agreements were also compared with the data available in the database SHERPA/RoMEO. This database serves as a source of information about archiving attitude of publishers. Currently LASCR negotiate with the publishers in whose journals authors of the Academy of Sciences published most frequently. The contract concluded with the publisher Elsevier allows (systematic) storing in the institutional repository – including e.g. the list of individual titles embargoes – after what time the content can be made freely available to the users.
Author's professional CV
In 2005 she graduated from the College of Information Services in Prague (Comparison of classical and electronic documents usage in the Library of the Academy of Sciences of the Czech Republic: graduate work) and in 2008 completed a master's degree at the Institute of Information and Library Studies at the Faculty of Arts (thesis: BioMed Central Publishing and freely available online journals (including journals of Czech origin). Since 2005 she has worked at the Library of the ASCR, v.v.i. in the Department of Electronic Information Resources, which is responsible for managing electronic information resources and providing information services in the EIR. She is also a member of project team in INFOZ – Information resources for research VZ09009 Wok (ISI Web of Knowledge – access to bibliographic and citation sources Web of Science and Journal Citation Reports). The areas of research interest are mainly open access to scientific information. To this issue is devoted most of her publications and lectures over the past years.
