Evaluation of Scientific Performance According to Citation Indexes in Serbia

Abstract:
Science Citation Index was present in Serbia from 1979, when University Library in Belgrade bought it. Serbian scientists consulted it at the Library, but it was not the official resource for the evaluation of scientific performance until 1996, when it was mentioned as a criterion in the Bylaw on the election for professors and researchers. In 2001 it became a criterion for financing researchers by the Ministry of Science. In 2008 bylaw it is defined that citations should be collected from the ISI Web of Science and from Serbian Citation Index, and that academic staff must have articles published in journals on the JCR list. University Library is entitled by the Ministry of Science to issue certificates about the number of citations for individual scientists or institutions in the process of accreditation by the National Board. From 2003 to 2008, Library had 1487 requests. Total number of citations (selfcitations excluded), was 83.033. On average there were 57.18 citations per request, but the distribution of citations per request is very uneven. Half of the authors had 10 or less citations and 372 authors were not cited. Only 10% of authors had more than 150 citations, with the maximum of 2,769.
About author:
I was born in Belgrade, Serbia, on 24.06.1951. I graduated at the Faculty of Natural Sciences in Belgrade in 1973 and became senior librarian for information science in 1992. I received Ph.D. at the Faculty of Biology in Belgrade in 1993. I am employed at the University Library “Svetozar Markovic” in Belgrade at the Department for Scientific Information and Development of the Library System since 1975 (working as librarian for scientific information in biomedical sciences). In 1983 I became head of the Department and I worked on that position till December 2008. My main responsibility was to plan the modernization of library services and to build stronger connection between academic libraries in Serbia. I conducted courses for academic librarians concerning electronic journals, new trends in librarianship, evaluation of scientific performance, communication system in science, etc. In 2003 and 2004 I was acting director of the Library, and from December 2008. I am University Library director. Since 2001, I am editorial board member of the professional journal Infoteka, and editor in chief of the Serbian Academic Library Association bulletin “Visokoskolske biblioteke”. I am editorial board member of Slovenian professional journal Organizacija znanja.
